CHARLOTTESVILLE, April 16, 2019. The Local Government Attorneys of Virginia presented Virginia Law Foundation Fellows L. Lee Byrd (Class of 2018), Jeffrey L. Mincks (Class of 2018), and Dan M. Siegel (Class of 2017) with its 2019 Special Projects Award. The Fellows were honored for their contributions to the development of the Eighth Edition of the Virginia County Supervisors Manual published by VACo. The new edition includes over 400 pages of information across 20 topical areas, surveying the many responsibilities of county supervisors and other local officials in Virginia.
The LGA also presented Collins “Collie” Owens with the 2019 David P. Bobzien Pro Bono Award. The award was renamed to honor the memory of past Virginia Law Foundation President David P. Bobzien, the inaugural recipient of the LGA’s pro bono award in 2010. City Attorney of Newport News since 2012, Mr. Owens was recognized for his contributions as the President of the Legal Aid Society of Eastern Virginia, in addition to his decades of service.
