The Virginia Law Foundation is excited to announce the appointment of Brigadier General (Ret.) Alison Martin as our new Chief Executive Officer. After a thorough search led by a committee of current board members and past presidents, Alison becomes the third executive leader in the VLF’s history, succeeding Raymond M. White, who retired in September 2024.
“As we step boldly into our 51st year, the Virginia Law Foundation is proud and excited to announce that Alison Martin, who recently completed thirty years of service in the United States Army Judge Advocate General’s Corps, will serve as the VLF’s Chief Executive Officer,” remarks Stephen E. Noona, President of the VLF. “Ms. Martin brings a depth of experience in legal education, a strong business acumen and vision, and an infectiously positive attitude to bear. She will be a catalyst for change that ensures that the VLF will achieve even greater good in its next 50 years.”

Alison Martin has over 30 years of service in the U.S. Army and recently retired as a Brigadier General. Her career includes roles as a line officer, a prosecutor, an appellate court judge, and in legal leadership positions across the Army. Her culminating assignment was as the Commanding General, The Judge Advocate General’s Legal Center and School.
Alison is proud to be an Army brat, raised on military installations around the country. She attended high school in Northern Virginia and graduated from The Pennsylvania State University with a Bachelor of Science in Business. She earned her JD from the University of North Carolina at Chapel Hill, an LLM from The Judge Advocate General’s Legal Center and School in Charlottesville, and a master’s degree in National Security Strategy from the National War College.
She is a veteran of multiple deployments to Saudi Arabia, Korea, Afghanistan, Iraq and Kuwait. She also served as a staff judge advocate leading teams of lawyers advising commanders in combat as well as at installations at Fort Liberty and Fort Cavasos.
